One syllable, one word
Vietnamese writes every syllable as a separate piece with a space around it. A word of two syllables is written as two pieces: cà phê, gia đình. This looks strange at first and is very convenient later: every piece you see is one syllable, one tone and one shape you can learn on its own.
One syllable: the letters, then the tone mark under the vowel, written last.
Three letters, one of them with a horn. The horn belongs to the letter; the tone would sit above it.
