LinguaEstar says how or where something is NOW
estar is for what can change: how you feel (Estou cansado, Estás feliz?), the weather (Está calor, Está frio) and where people and movable things are (O livro está na mesa). For hunger, thirst and cold Portugal says estar com: Estou com fome, com sede, com frio – or Tenho fome.
