LinguaEverything hangs on ở
ở is the verb to be in a place, so a sentence about where somebody is needs no other verb and never takes là. When another verb is already there, ở becomes the preposition and follows it: subject, verb, ở, place.

Two questions you can now ask
ở đâu asks about a place and stays at the end, in the seat the answer will take. có ... không asks whether a place has something: the place first, then có, then the thing, then không. A short Có. or Không. is a complete answer.
